Minutes of the Community Council meeting held on 7th November 2006 at 8pm in Bilston Pavillion.

1 APOLOGIES
Apologies have been received from D. Hogg.

2 PREVIOUS MINUTES
The minutes from the October meeting were proposed by F. Renton and
Seconded by D. Dignan.

3 POLICE REPORT
There was no Police Report.

4 TREASURERS REPORT
The balance on 24th October was ?646.55

6 ENVIRONMENT REPORT
D. Goodall presented a petition concerning 1. Traffic Speeds on Moorfoot View, Bilston. 2. Pollution effects on children. 3. Local Teenagers hanging around church at night. 4. Bypass plans. Mrs. Goodall requested a speed camera or Flashing sign to slow down the traffic on this road. She raised residents concerns with traffic speed at night and children crossing. Cllr. K. McIntosh stated that the children should use the crossing provided and that he would look into the costs of providing a Flashing sign for the road. He advised residents to call police if the youth problems persisted. Cllr. McIntosh also suggested that the Bilston Community be consulted as this issue has never been brought to his attention before.
The Community Council agreed to approach the Police with a view to Testing the Road for speed levels.
On the issue of the bypass Cllr. Imrie said that there are no plans in the immediate future to continue with this due to funding.

8 CORRESPONDENCE
7.1 NHS Lothian - Draft Primary Care Modernisation Strategy.
7.2 Minutes of Midlothian Council Meeting - 26th October 2006.
7.3 Scottish Water - new rates for water charges.
7.4 NHS Lothian - Children and young people's strategy.
7.5 Midlothian District Council - List of 2006/07 Public Holidays.
7.6 Countryside Alliance - Closure of Local Post Offices.
7.7 Bilston Neighbourhood Watch- Thanks for ?75.00 Donation.
7.8 Roslin Neighbourhood Watch - Thanks for ?75.00 Donation and invitation to attend their meeting in Roslin British Legion. This will be attended by L. Stewart.
7.9 Midlothian District Council - Annual Programme 2007/08.
7.10 Request were put forward for the Community Council to contact Ricky Moffat about- signs for Horses on Bilston -Roslin Road, Paths on same Road need widening and resurfaced, Resurfacing of path up to Bilston Pavillion, Road from Nobles Garage to Roslin - verges need attention.

9 PLANNING
9.1 NHS Lothian - Alterations and refurbishment to Ward 3 Rosslynlee Hospital - NO OPPOSITION
9.2 Mr M Tait, 1 Chapel Loan, Roslin - Extension and alterations to dwellinghouse. - NO OPPOSITION
9.3 Board of Roslin Kirk, per G Waddell - Change of use and extension to Boys Brigade Store to dwellinghouse. - NO OPPOSITION
9.4 Grosvenor Technopole Investments Ltd - Erection of timber enclosure around generator at Bush House, Bush Farm Rd, Bilston. - NO OPPOSITION
9.5 Grosvenor Technopole Investments Ltd - Erection of timber enclosures around generator at Bush House, Bush Farm Rd, Bilston. - NO OPPOSITION
9.6 Grosvenor Technopole Investments Ltd - Erection of office buildings and associated access at Phase 5, Technopole Centre, Bush Farm Road, Bilston - NO OPPOSITION

10 FEDERATION REPORT
10.1 A report has been received from Midlothian Council about the running of Community Councils. This report was not very favourable reading
10.2 A vacancy has arisen within the Federation.
10.3 The A.G.M. will be held on 15th Nov at the Dalkeith Arts Centre where changes to the Council and Recycling will be discussed.

11 ANY OTHER BUSINESS
11.1 Catherine Lang suggested that the Community Council might allow the . Brownies to lay a wreath on their behalf at the Remembrance Day Service -
This was accepted.
11.2 At the follow up meeting in Roslin only 7 or 8 people turned up and all
those who attended the first meeting were contacted beforehand. The main
Points discussed were.
1 The bus stop on Main Street will be replaced with an up and over shelter.
2 It was reported that the Roslin and Bilston Community Council is now running with a full membership.
3 The traffic Calming measures suggested were two traffic Islands on Main Street and a Flashing sign next to the Lollipop Man's stance. This will now be presented to consultation.
4 The suggestion of a local notice board was met with mixed feelings mostly due to the ?1000 cost.
5 The suggested Youth Shelter was met with a cool reception. There was not much support for this.
6 The suggested CCTV costs were discussed and it was agreed that the suggested ?17,000 would be looked at with a view to a cheaper system or solution.
7 Roslin Neighbourhood Watch has applied to Wren for funding.
8 Police presence will be increased in Roslin with a CCTV van and plain clothes officers.
9 Environment improvements suggested were better Christmas lights etc and more hanging baskets.
11.3 It was reported that the Roslin Library were no longer posting notices in their window. Councillor Imrie will look into this as he is not aware of any changes to the Library policy.
Hazards to cyclists was raised and Councillor McIntosh responded by repeating the information already given about cycle lanes and did not think that Roslin Main Street would present any problem to cyclists.

The next meeting will be held on Tuesday 5th December at 8 pm in Roslin
Pavilion.
