Minutes of the Community Council meeting held on 5 October 2004 at 8.00 pm in Bilston Pavilion.

1 MINUTES OF PREVIOUS MINUTES

The minutes of the September meeting were proposed by D. Hogg and seconded by J. Collins.

2 APOLOGIES

Apologies were received from S. Kay and Cllr K. McIntosh.

3 POLICE REPORT

3.1 In August there were 3 crimes reported, 2 in Bilston and 1 in Roslin.
3.2 In September there were 15 crimes reported, 6 in Bilston and 9 in Roslin. This increase is mainly due to Road Traffic Offences being included in the figures.
3.3 M. Gordon and A. Fleming raised the matter of unlicensed mopeds and mini-scooters in the area. P.C. Murie explained that the Police have been putting up posters in public shops and buildings and putting personal leaflets through doors to raise awareness over the vehicles.
3.4 A. Fleming brought to P.C. Murie's attention about a number of untaxed cars in the area. She informed the committee that this is now being handled directly by the DVLA.
3.5 A. Swanston praised the Police for their work in the area even though they suffer from a lack of funding.


4 TREASURER'S REPORT

4.1 The Balance on 30 July 2004 was £1366.15

5 TRANSPORT REPORT

5.1 D. Hogg still speaking to residents in Castlelaw Crescent about creating parking.
5.2 It is to be noted that the Community Council has not received any official correspondence about the closure of the road the passes through Roslin Glen for a period next month.

6 ENVIRONMENT REPORT

6.1 E. Tungsten brought to the committees attention that a lot of trash was being left on the edge of Bilston Glen. Activists have also collected amounts of litter in their camp and would like help clearing and uplifting rubbish. D. Hogg proposed that the committee organise a clear-up of the Glen with the help of Bilston Kids Club and Youth Club. A date of 19 October 2004 was set for the event.

7 PLANNING

7.1 Mr and Mrs Sharp, 84 Penicuik Road, Roslin. Alteration to dwellinghouse to form pitched roof over existing rear extension, extension to garage and erection of decking. No opposition.
7.2 Mr ad Mrs Thomson, 13 Marmion Avenue, Roslin. Erection of conservatory. No opposition.
7.3 Mr and Mrs Brown, 3 Bilston Cottages, Bilston. Erection of a conservatory. No opposition.
7.4 Volkswagen Group (UK) Limited. Installation of internally fascia sign at Volkswagen Van Centre, Moorfoot View, Bilston. No opposition.
7.5 Mr and Mrs Simon Needham, 16A Manse Road, Roslin. Erection of two storey to dwellinghouse. No opposition.
7.6 Alecander Townsely Gordon, Carnethy View, Bilston. Outline permission for residential development at Land at Burnbank Terrace, Bilston. No opposition.

9 ANY OTHER BUSINESS

9.1 A letter was received from Merlyn Branston, Lothian Health Council with regards of the proposed closure of Bilston Clinic and Surgery. D. Hogg to consult local mothers with babies and meet with Dr MacDonald. M. Gordon to consult with pensioners in the area.
9.2 D. Hogg proposed that future meetings should stick to an agenda. Any member wishing to bring up an item at a meeting should inform the secretary or chairperson at least one week before the meeting takes place. The item will then be added to the agenda. Minutes of Meeting and Agenda will be handed out in the week running up to the next meeting.
9.3 The chairperson also made clear that all apologies must be made to the secretary or chairperson before the meeting.

10 NEXT MEETING

The next meeting will be held on 2 November 2004 at 8.00pm in Roslin Community Hall.
